Job Description
Tetra Tech ES, Inc., a subsidiary of Tetra Tech, is recruiting for a Chief of Party in our Tbilisi, Georgia office. This position is contingent upon an awarded contract.
Responsibilities include:
The Chief of Party (COP) will: (1) provide overall technical leadership for the team; (2) manage the Contractor’s technical assistance and program administration, ensuring compliance with applicable laws and regulations; (3) lead engagement/external communications with key counterparts and stakeholders; (4) prepare and submit project technical and financial reports requested by USAID; and (5) manage close communication with USAID.
Required Technical Qualifications:
Minimum 15 years of professional experience in the implementation of large and complex clean energy development and climate change mitigation projects.
Demonstrated knowledge of and experience in the Georgia electricity sector.
Experience with investment promotion and project finance support for large-scale clean energy activities
Knowledge of scaling up renewable energy in modern power systems, climate change policy, and climate change mitigation.
Knowledge of Georgia’s renewable energy, energy efficiency, and climate change policies and commitments, laws, and capacity constraints.
Experience with EU and international climate change efforts, including knowledge of UNFCCC policies and guidelines and incentive mechanisms, such as climate finance and carbon markets.
Demonstrated knowledge, skills, and abilities to provide technical and management leadership to a large, multi-year donor program. Previous experience managing a USAID-funded project is preferred.

Strong communication skills, both interpersonal and written, to fulfill the diverse technical and managerial requirements of the contract.
Ability to work independently and effectively in a team environment.
Proven ability to develop and communicate a common vision among diverse partners (private sector, public sector, and civil society) and lead multi-disciplinary and multi-cultural teams.
Demonstrated ability to work within and understand intricate government structures.
Experience cooperating with and in capacity building of national and regional governments, local authorities and associations.
Knowledge of administrative policies and procedures as related to project management is preferred.
Demonstrated senior management capabilities including ability to multi-task and work to meet tight deadlines.
Detailed-oriented and highly organized, with a proactive approach.
Demonstrated ability to promote high standards of integrity, professionalism and impartiality.
Degree (Master’s or higher, preferred) in relevant field of study.
Language: fluency in English is required.
