UNDPBackground Early Recovery is a key component of humanitarian crisis response. Early Recovery addresses recovery needs during the humanitarian phase, using humanitarian mechanisms in accordance with development principles. It is an integrated, inclusive, and coordinated approach to gradually turn the dividends of humanitarian action into sustainable crisis recovery, resilience building and development opportunities. Emergency relief addresses peoples’ survival and basic well-being. Early Recovery restores people’s capacities and supports communities’ first steps to recover from the crisis. The Global cluster on Early Recovery (GCER) advocates for humanitarian actors to integrate approaches into their humanitarian work, where possible, that will mitigate the impact of a future crisis on a community. Lastly, the Early Recovery approach presents important opportunities to promote gender equality. Failure to include gender perspectives in early decision-making processes can have long-lasting impacts on women, men, boys, and girls particularly in the context of governance structures, policies and practices, which can reinforce existing socio-economic disparities between men and women. In 2005, in the context of the Humanitarian Reform that adopted the humanitarian cluster system, UNDP was given the lead for early recovery. In November 2013, the IASC Principals endorsed the recommendations identified by the GCER to strengthen early recovery as an integral part of humanitarian response at global and country levels. UNDP takes a strong leadership role in bringing humanitarian and development fields to collaborate more harmoniously around emerging issues and within the humanitarian programme cycle, through the integration of Early Recovery as one of the seven outcomes of UNDP's Strategic Plan for 2014-2017 (Outcome 6: Early recovery and rapid return to sustainable development pathways are achieved in post-conflict and post-disaster settings). The Crisis Response Unit (CRU) has corporate responsibility to represent UNDP on humanitarian and crisis response issues, which entails coordinating and facilitating UNDP’s crisis response with a whole-of-UNDP approach. The Crisis Interface Team (CIT) is part of the UNDP Crisis Response Unit. Its specific objectives are as follows: Coordinate UNDP’s inter-agency role in Early Recovery and manage the Global Cluster for Early Recovery Support to CRU and UNDP Senior Managers on crisis response issues in their representation role in important crisis related mechanisms Contribute to and represent UNDP in humanitarian and crisis response interagency processes and advise Regional Bureaus and COs on interagency context and implications for cross-organizational cooperation and coherence; and Provide, the operational support to Country Office to implement UN system-wide crisis response tools. During the 3 past years, GCER conducted a series of training for Early Recovery Advisors (ERA) and Cluster Coordinators for Early Recovery (CCfER). The trainings were designed and delivered as a face-to-face trainings in both in English and French, depending on the context and needs of the specific target audiences. GCER trained a total of around 200 experts as such advisors and coordinators. Support is needed for the organization of 2 additional trainings in the second half of 2017. In some instances, and at the request of country offices, UNDP and GCER sometime have to deploy non-trained relevant experts. These experts request capacity building material, to consolidate their own knowledge prior and during their assignment. Based on the training material developed, GCER would like to create a series of e-learning modules and online activities introducing and/or supporting - in the long-term - the consolidation of the knowledge acquired through the ERA and CCfER face-to-face trainings. Complex emergencies and rapidly changing environments require the Crisis Response Unit to be supported by additional expertise. Deployments of experts seconded by stand-by partners remain a central element of UNDP’s sustained efforts to provide appropriate response capacity to new and escalating emergencies. In order to maximize the impact of deployed stand-by partners’ experts, the consultant will also develop appropriate advocacy communication material for Stand-By Partnerships as well as a manual, which provides technical guidance and support to the deployment process of Stand-By Personnel. Duties and Responsibilities Scope of Work Under the overall supervision of the Team Leader, Crisis Interface and Global Cluster Coordinator for Early Recovery in Geneva and in close coordination with the CRU Rapid Response and Preparedness Team in New York, the Consultant will be responsible to continue working on the creation of e learning material to be made available on the ER online resources center – http://earlyrecovery.global; will support the organization, instructional design and delivery of the training courses for Cluster Coordinators for Early Recovery, will design 2 e-learning modules for Crisis Response, and will develop appropriate advocacy communication material for Stand-By Partnerships . Responsibilities The consultant will be responsible for the following duties: Review the existing material related to UNDP/Stand-by-Partnership Programme and Develop and finalize advocacy communication material for Stand-By Partnerships as well as an operational guide for Stand-By Partnerships. Support the organization of CCfER training including the integration of the e-learning modules within the learning process; draft training reports. Complete the instructional and graphic design of 2 e-learning modules for Crisis Response Revise the existing e-learning modules on Early Recovery, based on the results of the Early Recovery evaluation and adapt them to the results of the ongoing external evaluation of the Global Cluster for Early Recovery. Experience At least 3 years of previous work experience in international development and/or humanitarian assistance would be an asset. At least 3 years of previous experience in instructional design and creation of training material for the humanitarian or development sector. Good knowledge in instructional design, graphic design, online communications and media. Good knowledge of the Transformative Agenda Protocols, inter-agency coordination, the Humanitarian Programme Cycle and the Humanitarian/Development nexus. Good knowledge of Early Recovery and UNDP key thematic areas and objective as per the current strategic plan structure. Knowledge of e-learning theory and tools and experience in designing of e-learning modules. Substantive knowledge of stand-by partnership programmes desirable. Required Knowledge Knowledge of instructional design, graphic design software is required. Knowledge of new media and communication skills is required. Language Fluency in written and spoken English, French is required for this post. Institutional Arrangement The consultant will work under the direct supervision of the Team Leader, Crisis Interface, and UNDP CRU in Geneva and in close coordination with the Team Leader, Rapid Response and Preparedness Team. The consultant will report to the Team Leader weekly. The consultant will mainly interact with CRU Geneva and New York. Duration of the Work The duration of the assignment will be 6 months: from 1 June 2017 to 31 December 2017. Duty Station The duty station will be Geneva, Switzerland. The financial proposal should specify an all-inclusive daily fee (based on a 7 hour working day - lunch time is not included - and estimated 21.75 days per month). The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; cost of travel from the home base to the duty station and vice versa, where required; living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract. In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP. The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates. Evaluation process Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below. Applicants will be evaluated based on cumulative scoring. When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as: Being responsive/compliant/acceptable; and Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%. Technical evaluation - Total 70% (70 points): Demonstrable knowledge in instructional design, graphic design, online communications and media. Maximum Weight = 20% (20 Points) Demonstrable knowledge of the Transformative Agenda Protocols, inter-agency coordination, the Humanitarian Programme Cycle and the Humanitarian/Development nexus. Maximum Weight = 10% (10 Points) Demonstrable knowledge of Early Recovery and UNDP key thematic areas and objective as per the current strategic plan structure. Maximum Weight = 10% (10 Points) Knowledge of e-learning theory and tools and experience in designing of e-learning modules. Maximum Weight = 20% (20 Points) Substantive knowledge of stand-by partnership programmes desirable. Maximum Weight = 10% (10 Points) Candidates obtaining a minimum of 70% (49 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation. Financial evaluation - Total 30% (30 points) The following formula will be used to evaluate financial proposal: p = y (µ/z), where p = points for the financial proposal being evaluated y = maximum number of points for the financial proposal µ = price of the lowest priced proposal z = price of the proposal being evaluated Contract Award Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP. Payment modality Payment to the Individual Contractor will be made based on the actual number of days worked, deliverables accepted and upon certification of satisfactory completion by the manager. The consultant will be able to submit one invoice at the end of each month for payment. The work week will be based on 35 hours, i.e. on a 7 hour working day, with core hours being between 9h00 and 18h00 daily.
