NatoOpportunity to lead our General Services team, responsible for security, building & facility management, prototyping, travel, transport, supply & stores services, conference services, audio and visual support, creative media support, registry and Information & Document Services. The Head, General Services is responsible for the planning, coordination and execution of the work within General Services ensuring the operation of various different business models – provision of services to the NCI Agency, delivery of services from General Services to 3rd parties (shared services) and management of service delivery from 3rd parties to the NCI Agency. Role responsibilities: Responsibilities includes leading and directing the circa 100 staff members of General Services in order to ensure its effective support of and contribution to the mission of the Agency. Developing and maintaining professional relationships, predominantly with support staff in NATO bodies, NATO Infrastructure Committee representatives, Host Nation representatives at NATO HQ; Representing the Agency in official committees and fora in matters relating to the General Services area; Developing and maintaining contacts with the landlords and municipalities of the respective Agency sites, national authorities, i.e. Ministries of Foreign Affairs, Ministries of Defence, customs authorities, architectural and engineering consultants, construction companies, etc.; Duties Under the direction of the Chief of Staff, but largely on your own initiative with a high degree of autonomy, you will: Actsas Agency lead in the provision of shared support services, both internally and externally, through the establishment, monitoring and maintenance of service metrics that are agreed with customers. Promotes the capabilities of the NCI Agency as a cost effective service provider to external agencies; Services to be provided by General Services to the NCI Agency are: Audio and visual support (including VMR/VTC); Conference Services (including technical support to Protocol); Creative media support (including reproduction); Facility services (including mechanical prototyping); Registry and Information & Document Services; Security services (Agency Security Manager reports on security issues directly to GM); Supply and stores (including non-CIS asset management); Travel; Transport; As an executive member of the NCI Agency senior management, provide advice and expertise to the NCI Agency General Manager; Plan, prepare and host formal and informal visits, meetings and conferences with representatives of military, civilian and industrial Organizations (in co-operation with Executive Management Staff); Lead, manage and supervise the personnel and physical resources assigned to you Oversee the General Services financial and organizational structure affairs to ensure effective and efficient running of the General Services activities; Act as Agency action manager for the establishment of space requirements, negotiate space plans and create long term building usage plans; Assist the Chief of Staff and conduct periodic reviews to ensure that effective policies, systems and processes are in place to maintain control as required by the NATO Regulations; Performs other duties as may be required. Person specification Qualifications required We are looking for a candidate who holds a university degree in a relevant discipline equivalent to a Master’s and supplemented by relevant postgraduate qualifications. Exceptionally, the lack of a Master’s degree may be compensated by a lower academic qualification combined with the demonstration of particular abilities or experience of relevance to this post. Experience required In addition to a minimum 10 years of experience managing and/or directing enterprise-level strategic planning and day to day operations of multi-domain service oriented support organizations, you will be required to demonstrate: Experience in leading medium-large international service delivery organisations with a diverse and geographically dispersed employee base; Proven ability to communicate orally and in writing with good briefing skills; Ability to absorb complex technical information and communicate effectively at all levels to both specialist and non-specialist audiences; Project Management experience. Preferably you will also have: Experience in intra/inter-organisation practices, including benchmarking, development of shared services and best practices; Cost accounting and output-based budgeting knowledge, preferably in a complex professional services organization; Prior experience of working in an international environment comprising both military, civilian, local hire and contractor elements; Broad understanding of the NATO CIS enterprise; Knowledge of NATO responsibilities and organization, including ACO and ACT. Travel May be required to undertake duty travel to operational theatres inside and outside NATO boundaries Language skills Most of the work of the NCI Agency is conducted in the English language, and therefore a thorough knowledge of English, both written and spoken, is essential and some knowledge of French is desirable. Contract NCI Agency normally offers contracts of employment of a definite duration, not exceeding three years. Contracts may be for less than three years as required to support short-term projects, meet uncertainty with respect to the business outlook, staff performance and other factors. Definite duration contracts may be extended for further periods. When extending contracts, the following is taken into consideration: Renewal is in the interest of the Agency. Staff member's desire to remain with the Agency. The financial situation provides sufficient funding for the post held. The skills, competencies and behaviours, potential and work experience of the staff, versus the requirements of the Agency's work and/or availability of funding. Staff member has served the Agency with performance to the required standard as defined by the Agency, Staff member's deployability to operational theatre. Serving civilian members of NATO will be offered a contract in accordance with the NATO Civilian Personnel Regulations. The first six months of definite duration contracts are a probationary period. During this period the staff member's work is assessed to ensure that he/she has the ability to carry out the duties of the post. At or before the end of the probationary period, the staff member will be notified in writing that the appointment is confirmed or terminated or, in exceptional cases, that the probationary period is extended.
