Kazakhstan Position description & responsibilities: 1. Managing the process of organizing and ensuring an economically viable supply to the enterprises of KAZ Minerals Aktogay LLC and KAZ Minerals Bozshakol LLC of all goods, works and services required for their operations; 2. Managing the process of monitoring and analysis for detecting shortcomings in the existing procurement processes and development of measure for process optimization; 3. Managing the process of development and implementation of measures for reducing surplus inventory in warehouses of the enterprises of KAZ Minerals Aktogay LLC and KAZ Minerals Bozshakol LLC; 4. Managing the process of arranging the conditions for high quality operations of the Procurement Department; 5. Managing the process of developing the Strategic Procurement Development Plan, current and annual work plans of procurement business units; 6. Settling HR issues of the department; 7. Managing the issues of attestation, examination and attestation committee; 8. Managing the document control of the department; 9. General understanding of business and activities of KAZ Minerals Group; 10. Interactions with external organizations and state authorities. 11. Arranging the process of market research, search for vendors; 12. Arranging negotiations with suppliers of goods, works and services; 13. Arranging the search for new and alternative suppliers of goods, works and services among manufacturing plants; 14. Building long-term and mutually beneficial relationships; 15. Arranging and implementing of methods and techniques of works on market prices analysis and forecasting price situation for the most profitable procurement; 16. Arranging procurement through commodity exchanges, Nadloc register, etc.; 17. Participation in a Tender Committee for procurement of goods, works and services; 18. Making decision of selection of vendor on the basis of tender results with the most advantageous conditions for KAZ Minerals Aktogay LLC and KAZ Minerals Bozshakol LLC; 19. Managing development and implementation of measures for improving the efficiency of commodities and materials procurement, reduction of expenses on purchase of material resources, use of local resources, achieving targets on Kazakhstan content 20. Control over drafting, approving and concluding contracts for procurement of goods, works and services in accordance with the local acts of KAZ Minerals Group and the RoK Legislation; 21. Checking and approving draft contracts for delivery of goods, works and services. 22. Arranging works on ensuring logistic processes; 23. Making decisions on selection of a transportation services provider; 24. Arranging the process of customs procedures in accordance with the RoK legislation 25. Arranging works on ensuring the fulfillment of contractual obligations by vendors; 26. Arranging and controlling timely drafting of claims to vendors in case of contractual obligations violation 27. Control over timely and quality performance of works by the Department specialists (accepting, process and fulfilling the requests) as per set deadlines and with account to all requirements of regulating documents on procurement and other regulatory documents of KAZ Minerals Group; 28. Regular evaluation of Department personnel performance; 29. Making proposals to the management on improving subordinate personnel, promotion, punishment, transfer, replacement and firing Department employees; 30. Making proposals on arranging trainings and qualification upgrade of Department personnel; 31. Creating appropriate work conditions, coordinating and ensuring unified principles of work for Procurement employees; 32. Controlling observance of labor and production discipline, requirements of employment contracts and regulating acts of KAZ Minerals Group by the Department employees Qualifications required Education: 1. Higher education: Economics, Finance or Management, International Subject-Oriented Certificate Experience: 10-15 years Key skills: Managerial experience— from 5 years; Processes building and large enterprises management experience; Experience and skills of procurement business processes management on the level of tactical and strategic management of the complex of operating processing and standards in accordance with the long-term plans and strategy. Experience in arranging the process of uninterrupted supply of goods, works and services at large enterprises. Skills for managing multifunctional business units (department/division). Availability of a high level of external and internal communications and interactions, experience of successful negotiations Advanced PC User Personal qualities: Strong leadership and communication skills; ability to handle stress, self-confidence, creative problem-solving ability, proactiveness, accountability and reliability, independence in decision-making, commitment to target achievement, self-discipline, ability to appreciate subordinates
