The Dublin Waste to Energy project is a Public Private Partnership (PPP) between Dublin City Council and Covanta, a world leader in sustainable waste management and renewable energy solutions, to build, own and operate a new 600,000 metric tonne per year, 58 net megawatt Energy-from-Waste facility in Dublin. The facility will provide the Dublin region with a long-term sustainable and environmentally superior waste management solution, enabling it to divert post-recycled waste from landfills and become locally self-sufficient in managing waste, consistent with regional, national and EU waste policies. SUMMARY: Maintain and enhance health and safety programs by performing the following duties personally or through subordinates. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Manage all communications with the HSA and be the first point of contact for same. Manage and report Seveso requirements for the site. Coordinate and participate in weekly health and safety inspections of the facility being cognizant of unsafe conditions and hazards, unsafe acts and equipment. Monitor the performance and effectiveness of the plant’s health and safety program in the field and make program adjustments as necessary to meet performance and improvement objectives. Participate in HSA, Fire Department and corporate safety inspections/audits. Formally document and report corrective actions taken to the monitoring agency. Investigate all near miss accidents, medical incidents and OSHA recordable accidents. Review accident and investigation reports, prepare risk assessments and root cause analyses and make recommendations for corrective action. Direct and administer all required health and safety related training for all employees. Prepare and maintain all safety and health documents pertaining to the facility according to Corporate and government guidelines. Maintain all required record keeping for compliance reporting. Review and coordinate with local government offices all safety and health issues pertaining to specialty wastes. Attend necessary meetings/seminars and conferences that enhance the overall safety efforts and betterment of the facility and company. Coordinate and participate in emergency response training with the local Fire Department. Oversee and nurture the plant’s safety committee. Primary contact with the plant’s occupational health clinic. Schedules annual employee physicals. Manage and update the company’s H&S systems. Position Requirements QUALIFICATION REQUIREMENTS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education and/or Experience: Bachelor’s Degree (preferable in safety, engineering or a science related area) with a minimum of 5 years relevant health and safety experience ideally in a Waste-To-Energy or power plant environment. Language Skills: Excellent English (verbal and written communication skills) along with proficiency in MS Office Suite. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures and governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Individual must feel comfortable with public speaking, as he or she will be responsible for providing effective health and safety training. Mathematical skills: Ability to calculate figures and amounts such as proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry. Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
