OBJECTIVES OF THE PROGRAMME The Functional review of WCOs in the African Region is aimed at strengthening capacities for enhanced effectiveness in the work of WHO at the country level. This is linked with the ongoing efforts of Transformation Agenda which has seen restructuring of the Cluster Units at the Regional Office. The next phase is focused on country offices and ISTs. The implementation plan of the functional review will be led by the Steering Committee that will oversee the transformation process and managed by a core team composed of Project Manager, Organization Design Advisor, Career Transition Advisor and Project Management Officer that will implement the plans and monitor progress. DESCRIPTION OF DUTIES The Restructuring Officers will work directly with the country offices in defining the requirements for the review, and integrating those requirements into the change management process. They will act as the link between the core implementation team and the country offices explaining the process, collecting feedback and communicating progress. They will also develop the actions necessary to implement the new structures and facilitate and monitor the implementation with the WCO management team. As a member of the Core Team, the incumbent's tasks will be as follows: 1. Work closely and collaboratively with WCO staff to ensure maximum understanding and “buy-in” to change management process 2. Lead and manage the implementation of the transformation strategy at WCO level, ensuring its principles are fully integrated in to individual WCO plans (liaising with the Project Management Officer) 3. Lead and manage the implementation of a new organizational design at the WCO level, ensuring the local staffing structure is aligned with the aims of the new WCO plan (liaising with the Organizational Design Specialist) 4. Identify and manage anticipated risks and resistance in individual WCO plans, working closely with the Career Transition Officer 5. Work closely with the PMO and WCO staff to ensure data and learnings from individual offices are captured and communicated effectively REQUIRED QUALIFICATIONS Education Essential: University degree in Human Resources, Organization Development, Industrial Relations, Business Administration or Public Administration. Desirable: Project management certification. Change management certification. Experience Essential: 5 years’ experience in providing Human Resources administration services. Familiarity with change management processes Desirable: Knowledge of the UN Job classification standard. Skills Expertise in HR policies and practices. Experience with large-scale organizational change efforts. Knowledge of HR staffing management. Management of large volumes of data and information. Familiarity with project management approaches, tools and phases of the project lifecycle WHO Competencies 1) Producing results 2) Moving forward in a changing environment 3) Fostering integration and teamwork 4) Communication Use of Language Skills Essential: Excellent knowledge of English or French Desirable: Good working knowledge of the other language. REMUNERATION WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 58,583 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
