ICFInternational Development Kazakhstan ICF is seeking local and international applications for a multi-year Activity – Power the Future – funded by the U.S. Agency for International Development (USAID). Power the Future will help Central Asian countries make a transition to low emission, climate-resilient economies. This will be achieved by implementing key nationally determined contribution commitments through increasing the deployment of renewable energy and energy efficiency in the countries, while improving their ability to meet, track, and develop more ambitious commitments to greenhouse gas emissions reductions. The Activity will also support development of policy and regulatory preconditions for investment in renewable energy and energy efficiency. While this Activity will support five countries of Central Asia (Kazakhstan, Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan), USAID intends for the program to provide most of the support to Kazakhstan. Positions require at least 7 years of experience in the following areas: • Solar energy/distributed energy • Rural energy development • Power sector planning and policy • Energy efficiency • Renewable energy financing (public and private sector) • Communications and outreach; and training • Stakeholder engagement • Monitoring and Evaluation • Gender equity Candidates from partner countries (Kazakhstan, Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan) are encouraged to apply. Basic Qualifications: • Bachelor’s Degree in environmental management, economics, energy-related engineering, renewable energy policy, finance and/or other related fields • 7 years of progressively responsible work experience in programs related to clean energy development and climate change mitigation projects, communications, training, or stakeholder engagement, in a development context. • Fluency in speaking, reading, and writing in English. Preferred Skills/Experience: • Energy sector work experience in Central Asian countries. • Experience with USAID programs and international donor programs on climate change mitigation and clean energy. • Practical experience working with a range of program partners, such as government agencies (USG and host), regulatory bodies, the private sector, NGOs, and civil society. • Ability to communicate in a relevant foreign language such as Russian
