Role Overview
Amec Foster Wheeler is looking for an Excavation and Site Station Area Authority to join our Oil and Gas project delivery operation based between our Westhill Office’s and the BP FPS Sites.
Project / Purpose
To provide supervision and direction to work teams and third party organisations in both BP FPS Landline Excavation & BP Site Station locations.
The AA will behave in a professional and respectful manner. They will work within BP Control of Work Procedure provide supervision and direction to the relevant site teams and third party organisations to ensure availability and reliability with appropriate allocation of competent manpower to execute planned tasks safely, efficiently and effectively.
They will follow the policies and procedures applicable to BP Midstream FPS and personally ensure that all on site and any direct reports understand these expectations and follow them. Along with the rest of the team there will be a relentless focus on personal safety, process safety and integrity management and the AA will ensure that any incident or near miss is quickly reported to allow an assessment of the need to perform an investigation.
The Area Authority (AA) role is central to the site CoW process for the management and control of work tasks. The AA is accountable for task hazard identification and risk control measures associated with work performed in their area of responsibility.
Key Responsibilities
AA accountability
Level 2 TRA approval
Work site visit for all tasks to support appropriate risk assessment, permit development and approval
Attendance of the daily CoW meeting
Approval of the daily activity in the AA's area
Change of permit to work conditions (e.g., monitoring frequency)
Approval to reinstate plant and/or equipment
Safe delivery of excavation and repair workscopes within defined timescales
Accountability for the delivery of safe, compliant & reliable excavations whilst ensuring implementation of best practice consistent with BP strategy
Drive site / installation execution efficiency that minimises travel
Responsible for effective risk identification and mitigation of all excavation work permits
Ensures right people, right place, right skills to deliver excavations
Responsible for ensuring effectiveness of 3rd party excavation providers including effective contract management.
Ensure BPs Golden Rules and Amec Foster Wheeler 6 Safety Essentials are followed in all areas of work without exception
Provide input to recognising and solving site & excavation issues, raising EQs where appropriate
Provide leadership, set expectations, coach and mentor all excavation & site teams with regards to acceptable attitudes and behaviours. Sharing knowledge and best practices
Continually review and appraise all site Excavation team performance and competence and provide feedback to Project Manager or other Workscope Team leaders as appropriate
Participate in & Support all competence schemes including any multi skilled element in accordance with relevant competence framework
Create, maintain & enhance effective working relations and identify and minimise interpersonal conflict
Maintain effective communication with all work colleagues at all levels
Apply the planning and scheduling requirements for the Control of Work (CoW) process.
Request a Level 2 TRA led by a competent trained L2RA leader when the task requires a more detailed and quantitative task risk assessment
Manage SIMOPS in the area
Develop the permit to work and any required CoW supplementary certificates with the Performing Authority (PA) during the task planning stage
Identify the required levels of approval by using North Sea Region tools and processes
Communicate with affected AAs as required
Approve & issue permits to work and routine permits to work for release to the PA and work crew
Carry out work site visits for task risk assessment and on permit to work completion
Record in BOSS / Traction any task that is stopped for a Time out for Safety (TofS)
Maintain records of closed-out permits to work and supplementary certificates for a minimum of 1 month, and longer if required, for compliance to regulatory authority requirements
Execution ownership of integrated Facility 2 week Plan
Accountable for effective execution of preventative, corrective and safety critical equipment inspections/maintenance per the 2 Week Plan and any approved priority emergent work
Accountable for execution of the 2 week site plan and any emergent work including ensuring permits prepared and presented correctly
Review 6 / 12 week plans, working with SPA’s to identify CAP activities and prepare
Work with OTL / OSM / OIM on scheduler/emerging work process with prioritization / approval.
Ensures execution per BP Defined Practice(s)/process to drive standardisation with co-ordination from Operations Team.
Jointly responsible with the OTL for effective risk identification and mitigation of all maintenance work permits.
Accountability for the delivery of safe, compliant site activities whilst ensuring implementation of best practice consistent with BP strategy
Conduct a documented handover with the oncoming AA/IA for ongoing tasks
Carry out required Maximo duties in BP WMS
Skills / Qualifications
Role Requirements
Minimum Technical apprenticeship or equivalent training scheme, plus HNC (post 2009).
Comprehensive experience in the role as a senior responsible person on a permanently manned production installation.
Extensive knowledge of Maximo or Maintenance Management Systems
Comprehensive experience within the Oil and Gas industry in a similar role
Previous “hands on” experience in an Oil and Gas environment with regard to installation maintenance activities
Extensive knowledge of Area Authority responsibilities in Control of Work systems
In-depth knowledge of offshore regulations / legislation governing maintenance activities
Thorough knowledge of maintenance activities
Thorough knowledge of MS Excel and MS Word
Good knowledge of reliability and maintenance theory and practice
Good knowledge of root cause analysis
Ability to interpret drawings and documents
Knowledge of analysis tools related to R&M discipline
Ability to understand technical documentation from vendors or OEMs
Ability to troubleshoot / problem solve issues
Knowledge of BP North Sea ways of working
